Dispensers' petition to run clinics

    LAHORE
    JUSTICE Muhammad Farrukh Irfan Khan of the Lahore High Court on Tuesday reservedthe judgment on a petition seeking permission for qualified dispensers of public hospitals to run their private clinics on account of shortage of doctors.
    During the previous hearing, the judge had observed that a dispenser could not be declared a doctor even if he had been doing his clinical practice for the last 40 years or whatsoever experience he had got by his medical practice. The judge, expressing his concern, had observed that it was responsibility of the Pakistan medical and Dental Council (PMDC) to curb the unlawful clinical practice by dispensers but it fell short of fulfilling its obligations.
    Secretary of the Punjab Association of Dispensers had moved the petition. His counsel requested the court to allow dispensers to open clinics because they had 4 years diploma that was given to them after long study of medicine and thatthey could run clinics.
    The counsel claimed that the Dispensers Act 1962 and Dispensers Act 1968 permitted qualified dispensers, with 4 years diploma, to run clinics. In reply to the petition, a deputy attorney general (DAG) said that the dispensers could not be allowed to run clinic as it would give rapid increase in patients deaths.
    He said that only qualified doctors could be allowed to have clinics. On behalf of the Punjab government, an assistant advocategeneral Punjab said the dispensers could not be allowed to run clinics.
    He said that since the Punjab Health Commission had been established and a summery had been moved to the chief minister to abolish Punjab Health Acts of 1962 and 1968 which gave space for dispensers to do clinical practice.
    President Family Physician Association Dr Tariq Mehmood Mian and Young Doctors Association Dr Salman Kazmi while opposing the petition said the petitioner could not be given the role of a doctor.
    Dr Tariq said in the Healthcare Act 2010 PMDC, National Homeopathic Council, Tabeeb council and Nursing Council had been described as `health service providers’ while dispensers were not named as health providers in the Act. The judge, after hearing the arguments, reserved the verdict.

    thanks for sharing this watson!bas ek hum hai jinko degree k hotay hoi bee society aur doctors bura samajtay hai,halankay may nay khud ward kay ardaly(peon)ko clinic chalatay hoi dekha hai.unko pmdc walay ya HRA walay kuch nahy kertay.bahoot hy afsoos ky baat hai.
