Kussmaul's sign is the distension of the jugular vein with inspiration that is build up of positive pressure in the thorax.
Kussmaul's breathing is the name given to the labored deep gasping during breathing seen with metabolic acidosis.
    The two are very different.
Cardiac tamponade is a form of obstructive shock, where the atria and ventricles are compressed mechanically by the external collection of fluid (infective, serous or sanguinous) thereby producing virtually no output: hence the word, "shock". In such a case where there is no output from the heart there will be no or very little pumping of blood. This means no blood pressure.
Hypertension or an elevated blood pressure is therefore, the only feature not found in cardiac tamponade.

Treatment consists of management of the underlying cause with immediate draining of fluid from the pericardium to relieve the mechanical obstruction to flow..
