    hypertensive emergency is severe hypertension (high blood pressure) with acute impairment of an organ system (especially the central nervous system, cardiovascular system and/or the renal system) and the possibility of irreversible organ-damage.........

    i think its A.. its an emergency . because his high blood pressure has caused intracranial hemorrhage( subarachnoid hemorrhage) you can see signs of Intracranial hypertension( Headache & vomiting) in the vignette. so its hypertensive emergency. you have to lower the bloood pressure immediately by giving Labetolol/nitroprussid.
    so the correct answer is A

    Hypertensive crisis is defined as a critical elevation in blood pressure in which diastolic pressure exceeds 120 mm Hg. The presence of acute or ongoing end-organ damage (end organ catastrophe) constitutes a hypertensive emergency, whereas the absence of such complications is known as a hypertensive urgency.
